Hi,
Of course I'm assuming the reason for your question is to able to plug your cable TV decoder into a surround sound processor, please ignore if this assumption is wrong.
I have had both Foxtel and Optus cable TV. The decoder box should have RCA type Video and audio output jacks. These should plug into a surround sound processor using the analog input jacks and provide you with surround sound. The video signal can either be fed through the surround sound processor and then into the TV (or VCR) or just straight into the TV using the RCA type video output, or even the co-axial cable.

Does your cable TV come through in stereo? If it does, you will have two stereo plugs on the back which allow for direct connection to your amp. Otherwise, it is simply a mono unit, (most are) and not worth running thru a massive amp anyway.
I will tell you now that it is simply impossible to convert the signal that comes down your cable TV coax cable into S-Video. S-Video uses 3 signals to control the picture- in fact, for every one frame, there are three that have been shot at the screen. The signal in your coax is an analogue RF signal, the combination of all 3 images and is actually a radio signal. Your tv is tuned to listen to this signal, thats why you see a picture. S-video is completely different. You will just have to do the switching on the telly.
Cheers.
